How a UW tool helps Milwaukee decide which lead pipes to replace first

Facing a federal deadline to replace tens of thousands of lead pipes, Milwaukee is using a University of Wisconsin-developed index of neighborhood disadvantage to decide where to focus its efforts. Milwaukee is facing a deadline to replace tens of thousands of lead water pipes by 2037, which pose a health risk to residents. The University of Wisconsin-Madison developed a tool, the Area Deprivation Index (ADI), which assesses neighborhood socioeconomic disadvantage using 17 US Census American Community Survey measures. The utility has replaced nearly 15,000 pipelines since 2017 and has expanded its efforts with federal funding to increase the pace from 1,000 lines a year to 5,000. The ADI also assesses the percentage of local children who tested positive for lead poisoning. The city's priority system assigns each property a score based on three factors, including 70% of the ADI, and 25% of lead service line density in the area.
